NCERT Flags Emergency in Class 9 Textbook as a ‘Challenge to Democracy’

New Delhi, June 2024 – As India marks 50 years since the declaration of the Emergency in 1975, a significant development in the field of education has sparked public conversation. The National Council of Educational Research and Training (NCERT) has introduced content related to the Emergency into the Class 9 history curriculum, explicitly referring to this period as a ‘challenge to democracy.’

The Emergency, imposed by then Prime Minister Indira Gandhi from 1975 to 1977, was a 21-month period marked by suspended civil liberties, censorship of the press, and political arrests. It remains one of the most controversial chapters in modern Indian history. By including this episode in the school syllabus, NCERT aims to educate young students on the importance and fragility of democratic institutions.

Union Education Minister Dharmendra Pradhan has publicly supported the initiative. In his statement, he praised NCERT’s move, emphasising that ‘the council has done the right thing by confronting historically significant events honestly and fearlessly.’ He further highlighted that recognising such milestones in the curriculum reinforces the values of democracy among India’s youth.

Experts in education and political science have largely welcomed the addition. Dr. Anjali Mehta, a historian at Delhi University, noted, “Including the Emergency in the Class 9 syllabus helps students critically evaluate the past and understand the consequences of undemocratic governance.” She added that factual awareness of these periods helps strengthen democratic values and prepares the younger generation for informed citizenship.

The subject matter will be covered in detail under the history section, highlighting the causes, major events, and aftermath of the Emergency period. The content also reflects on the struggles endured by civil society and press freedom activists who resisted authoritarianism during that time.

The move coincides with nationwide events commemorating 50 years since the Emergency. Various institutions have engaged in seminars, panel discussions, and exhibitions to reflect on this defining era of Indian democracy. NCERT’s curriculum revision further complements these efforts by embedding essential historical understanding within foundational education.

Parents and educators have expressed mixed reactions. While many appreciate the honest portrayal of history to develop critical thinking skills, some have raised concerns about the narrative balance and political connotations. NCERT officials have assured that the content has undergone thorough review to maintain factual accuracy and neutrality.

As democracy continues to evolve in India, educating future citizens about its trials and triumphs holds paramount importance. NCERT’s inclusion of the Emergency episode seeks to empower students with knowledge that is crucial for appreciating democratic freedoms and responsibilities.
