The government is reportedly considering a proposal to impose charges on UPI payments above ₹2,000 made to large merchants, while transactions involving small merchants may remain unaffected.

A major change may soon be introduced in the country’s digital payment system. According to reports, the government is considering imposing charges on UPI transactions above ₹2,000. However, this charge may apply only to payments made to large merchants. The objective behind this move is said to be reducing the government’s increasing expenditure on the UPI ecosystem and making the digital payment system financially sustainable.

According to media reports, discussions are underway between the government and digital payment sector stakeholders regarding this proposal. Sources say that no final decision has been taken yet. If implemented, the new system may allow banks and payment service providers to recover part of the cost involved in processing UPI transactions.

Will Customers Have to Pay Charges?

According to the proposal, customers may not be charged directly for UPI transactions above ₹2,000. The fee may instead be imposed on large merchants receiving payments through UPI. Small merchants and ordinary shopkeepers are expected to remain outside the scope of the proposed charges.

The primary objective is reportedly to maintain a balance between the growing cost of digital payments and the sustainability of the payment ecosystem.

Small Merchants May Remain Exempt

The government is considering ensuring that small shopkeepers and low-value transactions remain exempt from any such charges. The proposed model may focus primarily on large merchants and high-value transactions.

This means that if you make a UPI payment at a small shop, you may not have to pay any additional charges. However, transactions involving large merchants could be subject to certain fees under the proposed system.

Why Is the Government Considering This Move?

The number of UPI transactions in India has been increasing continuously. The government currently provides incentives to banks and payment service providers to support the UPI ecosystem. As transaction volumes continue to rise, the cost of maintaining the digital payment infrastructure is also increasing.

The proposed move is therefore being considered as a way to reduce the government’s financial burden while ensuring the long-term sustainability of the UPI payment system.

No Final Decision Yet

It is important to note that the government has not yet made any official announcement regarding charges on UPI transactions above ₹2,000. The matter is reportedly still under consideration, and the final rules, fee structure and implementation details will become clear only after an official decision is announced.

Therefore, UPI users do not need to make any immediate changes. For now, users can continue making UPI payments as usual until any official announcement is made.
