The Central Government has formally begun preparations for the Union Budget for the financial year 2027-28. The Ministry of Finance has issued the necessary guidelines and released the Budget Circular, marking the official start of the budget preparation process. Ministries and various government departments have also been directed to prepare proposals related to their expenditure and programme requirements for the upcoming financial year.
According to the schedule set by the Ministry of Finance, ministries and departments will have to submit their proposals and required financial data by October 6, 2026. This will be followed by a series of pre-budget consultation meetings beginning on October 12, 2026. During these meetings, the government will review the financial requirements of different ministries and departments.
According to the Budget Circular, departments will have to prepare revised estimates for the financial year 2026-27. They will also be required to submit budget estimates for the financial year 2027-28. Ministries must provide the Ministry of Finance with detailed information regarding their expenditure, ongoing schemes and future financial requirements.
The proposals submitted by ministries will be reviewed during the pre-budget meetings. The discussions will focus on the priorities of various schemes, available government resources and projected expenditure. Based on these assessments, the direction of budget allocations for different sectors in the upcoming financial year will be determined.
