Chandigarh, Haryana:
A total of 2,38,688 mutation cases (Intakal) are reportedly pending across Haryana due to technical issues in the state’s revenue portal. Landowners are facing difficulties because mutations are not being recorded in the official records even after the registration of their land. The government had introduced an auto-mutation system, under which mutations were supposed to be automatically recorded on the 11th day after registration, but technical problems have prevented people from receiving the full benefit of the system.
According to the available figures, 2,07,560 mutation cases are pending at the Patwari level, while another 10,537 cases are pending with Kanungos. Patwaris and Kanungos reportedly say that even cases they have already approved continue to appear as pending on the portal.
Mahendra, a resident of Patti Afghan, said that the registration of his land was completed nearly two months ago, but the mutation has still not been recorded. He said the land area displayed on the portal is incorrect, preventing the process from moving forward.
Veerbhan Chaudhary, a resident of Patti, said he purchased one acre of land in his mother’s name, but the mutation record shows only three-quarters of an acre. He said he has been visiting the Patwar Khana repeatedly for nearly a month to get the issue resolved.
Surender Khatkar, district president of the Revenue Patwar and Kanungo Association, said that several technical problems still exist in the software. He identified the reappearance of old mutation cases and incorrect land-area details as two major issues.
In several cases, the printed copies of mutation records are reportedly coming out blank. Some records are also said to be missing the names of the actual landowners. In addition, the new software is reportedly not displaying complete records.
A large number of mutation cases are reportedly pending in several districts as well. The figures include 17,486 cases in Sonipat, 14,486 in Ambala, 13,786 in Faridabad, 13,856 in Jind and 14,486 in Panipat.
The technical problems with the revenue portal are causing difficulties for landowners, Patwaris and Kanungos alike. Landowners are demanding that the Revenue Department resolve the technical issues at the earliest and restore a smooth system for recording the large number of pending mutations.
