New Delhi, Delhi
The 57th GST Council meeting, scheduled to be held on October 7, may discuss significant changes to the tax rules governing the import of gold, silver and platinum. The meeting is expected to consider a proposal to withdraw the tax exemption currently available to banks and government-nominated agencies on imports of precious metals.
According to media reports, gold, silver and platinum imports generally attract 3% Integrated Goods and Services Tax (IGST). However, banks and government-nominated agencies are currently exempt from this tax. The GST Council may now review this arrangement.
Why Could the Tax Exemption Be Withdrawn?
According to available information, the tax exemption on imports of precious metals was introduced in 2017 with the aim of facilitating trade. At that time, imports of gold, silver and other precious metals were carried out through a limited number of authorized channels.
The proposal to withdraw the exemption is reportedly being considered to create a more uniform tax framework for precious metal imports. If implemented, exchanges, banks and government-nominated agencies could come under the same tax regime.
The GST Council includes the Union Finance Minister and finance ministers from the states. Therefore, the discussion on this proposal at the October 7 meeting is expected to be significant.
Focus Also on Foreign Exchange Reserves
Imports of precious metals can put pressure on the country’s foreign exchange reserves. In this context, changes to the tax framework for such imports are also being viewed as part of efforts to manage pressure on foreign exchange resources.
Ahead of the meeting, the proposed changes concerning gold, silver and platinum imports are being closely discussed. However, the final decision will become clear only after deliberations and discussions at the GST Council meeting.
